Using rumours to build background colour is such a great idea, even beyond this setting! Good amount to work with here too.
I definitely like the idea of building more of the world even if it doesn't directly affect your character or game (yet).
I really like the idea of building up the world around you through rumors. Definitely an idea I will add to my play!
